Frank O’Connor Proposes Three Development Paths for Activision’s Next Halo Title

Following Microsoft’s official announcement on September 22, 2026, that Activision will develop the next mainline Halo title, former franchise creative director Frank O’Connor has outlined three potential strategies for the series’ future. The shift marks the most significant leadership change for the franchise since 343 Industries—now rebranded as Halo Studios—took over from Bungie in 2007.

As Activision begins forming a “purpose-built team” to handle the legendary shooter, O’Connor, who stewarded the series for nearly two decades, suggested the studio must choose between honoring the past or fundamentally altering the franchise’s DNA.

Three Strategic Paths for Activision

O’Connor’s analysis identifies three distinct directions Activision could pursue to revitalize the brand:

The Classic Path: This strategy focuses on the traditional Halo sandbox, emphasizing the specific movement and shooter mechanics that defined the original trilogy. This would be tailored specifically to the core audience that feels the series has drifted too far from its roots.
The Reinvention Path: A more radical departure, this could involve transforming Halo into an action RPG or a fundamentally different genre. This approach would aim to modernize the IP for a new generation of players, potentially moving away from the strict first-person shooter format.
The Activision Model: This path leans into Activision’s existing strengths, utilizing the high-speed, annual spectacle and constant content release cycles seen in the Call of Duty franchise.

While the “Activision model” might suggest a merger of development styles, Xbox Chief Content Officer Matt Booty has indicated that the new Halo team will remain separate from the Call of Duty pipeline to maintain the series’ unique identity.

The Transition of Halo Studios

The restructuring has led to a dramatic shift for the developers previously responsible for the franchise. Halo Studios has reportedly been reduced to a skeleton crew of approximately 20 to 30 staff members. This group is now tasked solely with legacy support for existing titles, including Halo Infinite and Halo: The Master Chief Collection, rather than leading development on new mainline entries.

Avoiding Hardware Launch Cycles

One of O’Connor’s primary warnings for the new development team is to avoid tying Halo’s release schedule to hardware or service launch cycles. Historically, several Halo titles were positioned as “launch window” games for new Xbox consoles, a strategy Frank O’Connor suggests can compromise development quality in favor of corporate timing.

By decoupling the next Halo from the pressure of selling new hardware, Activision may have the breathing room to execute one of the three proposed paths without the constraints of a rigid platform-launch deadline. It remains unclear which path the “purpose-built” team will take, or how they will utilize the Unreal Engine 5 projects previously announced by the former 343 Industries leadership.
